Fronteras Marítimas del Perú

Abstract

En la Tesis que aborda el Comité N° 2, Las Fronteras Marítimas del Perú, se estudia desde la óptica histórica crítica el problema aún irresoluto de nuestros límites marítimos con Chile, Ecuador y la Alta Mar. Los autores plantean la forma en que el mar influyó y sigue influyendo sobre la vida de los peruanos, proyectando un modelo básico del uso del mar del pasado al presente y de nuestros tiempos al futuro, determinándose así los motivos por los cuales al Perú le interesa el tener definidas sus fronteras marítimas. Por otro lado, los autores investigan la coyuntura jurídico-técnica que hace que no tengamos bien definidas nuestras fronteras marítimas con Ecuador y Chile, así como la problemática relacionada con su interpretación en nuestro medio y en los países vecinos. Finalmente, teniendo en consideración los principales postulados geopolíticos y a los intereses Marítimos del país, se propone la creación de un espacio regional marítimo en el Pacífico Sudamericano así como diversas alternativas de solución para definir las fronteras marítimas y los lineamientos estratégicos para su consecución.

In this thesis, that addresses committee N° 2, The Maritime Borders of Peru, the problem still unresolved of our maritime borders with Chile, Ecuador and high seas. The authors pose the way in which the sea influenced and keep influencing on the life of Peruvians, projecting a basic model of use of the sea from the past to present and of our times to the future, determining thus the reasons for which Peru is interested in having defined its maritime borders. On the other hand, the authors research the judiciary-technical situation that does not let us have well defined our maritime borders with Ecuador and Chile, as well as the problematic related to its interpretation in our reality and in the neighboring countries. Eventually, having into consideration the main geopolitical postulates and to the maritime interests of the country, the creation of a maritime regional space in the South American Pacific is proposed, as well as diverse alternatives of solution to define the maritime borders and the strategic guidelines for its achievement.
