Resumen : | El presente Trabajo de Investigación denominado "Recuperación de las Capacidades Operativas del Escuadrón de Submarinos", bosqueja a través de una investigación descriptiva las motivaciones, medios y restricciones de todos los agentes que participan e intervienen en el proceso de toma de decisiones, y estas están directamente relacionadas con el conocimiento pleno de las fortalezas, oportunidades, debilidades y amenazas institucionales. Asimismo estos agentes toman en consideración el entorno político y económico actual, tanto nacional como internacional, permitiendo plantear alianzas e identificar los posibles conflictos, a manera de poder delinear finalmente un plan estratégico que logre el objetivo operacional diseñado.
Durante el desarrollo del presente trabajo de investigación y específicamente a lo largo del análisis realizado, se utilizó información documental y de campo, lo cual permitió aplicar herramientas prospectivas a fin de examinar sobre el futuro a manera de pronosticar los sucesos que podrían afectar el contexto decisorio. The present research work entitled “Recovering of the Operational Capabilities of the Submarine Squadron”, outlines through descriptive research the motivations, means, and restrictions of all the agents that participate and intervene in the process of decision making, and these are directly related to the full knowledge of strengths, opportunities, weaknesses, and institutional threats. Likewise, those agents take into consideration of the current political and economic environment, both national and international, enabling to pose alliances and identify the possible conflicts, in a way to be able to finally trace a strategic plan that succeeds in the operational objective designed. During the development of the present research work, and specifically, throughout the analysis carried out, documentary and field information was used, which enabled the application of prospective tools to examine over the future a way to predict the events that could affect the deciding context.
