Propuestas para enfrentar los riesgos y amenazas a la seguridad nacional: la situación en la zona de frontera del río Putumayo.

Abstract

La presente tesis tiene por finalidad formular una propuesta de la estrategia que el Estado Peruano podría adoptar para hacer frente a los riesgos y amenazas a la seguridad nacional en la zona de frontera del río Putumayo. Con la finalidad de diseñar una estrategia futura adecuada, se ha considerado la evolución de la situación de seguridad, para lo cual se ha realizado un estudio prospectivo. La novedad del presente trabajo radica en que se ha aplicado una metodología prospectiva para evaluar la situación de seguridad en zona de frontera del río Putumayo, para contar con mejores elementos de juicio que permitan reducir la incertidumbre. La propuesta planteada es ambiciosa, intenta ofrecer una solución integral a la problemática de seguridad nacional en la zona fronteriza del río Putumayo. El presente trabajo de investigación inicialmente determina la situación de seguridad actual y precisa los riesgos y amenazas que se presentan en la zona fronteriza mencionada, mediante un análisis de las diversas fuentes de información empleadas. Posteriormente, se efectúa un estudio prospectivo de la situación de seguridad empleando la metodología propuesta por el Colegio Interamericano de Defensa. Se procedió a elegir la línea de investigación de escenarios abreviados, se efectuó un diagnóstico estratégico, seguido de un análisis de comportamiento inter - variables a fin de determinar las variables esenciales del sistema. Posteriormente, se presentó la hipótesis dinámica del sistema y, finalmente, se determinaron y redactaron los escenarios futuros y aquel de mayor probabilidad de ocurrencia.

The thesis hereunder aims to formulate a proposal of the strategy that the Peruvian State could adopt to face the risks and threats to the national security in the border area of the Putumayo River. In order to design a proper future strategy, the evolution of the security situation has been considered, for which it has been done a prospective study. The novelty in the work hereunder lays in that it has been applied a prospective methodology to evaluate the situation of security in the border area of the Putumayo River, to count on better elements of judgment that allow reducing the uncertainty. The proposal laid out is ambitious, tries to offer a comprehensive solution to the national security issue in the border area of the Putumayo River. The research work hereunder initially determines the situation of current security and specifies the risks and threats that are presented in the border area mentioned, through the analysis of diverse sources of information used. Lately, a prospective study of the security situation is executed employing the methodology proposed by the Inter-American Defense College. The research line of the abbreviated scenarios was selected, a strategic diagnostic was carried out, followed by an inter-variable behavioral analysis in order to determine the essential variables of the system. Forwardly, the dynamic hypothesis of the system was presented and, finally, the future scenarios were written and that of the most probability of occurrence.
