“Proyección del impacto geopolítico durante el período 2024 – 2030, debido al desarrollo de la infraestructura portuaria en el Perú y Chile”

Abstract

En el contexto actual de una creciente competencia geopolítica, el espacio del Indo Pacífico se ha convertido en el escenario del mayor intercambio comercial, tensiones y cooperaciones. Sobre la costa del Pacífico sudamericano, mientras Perú avanza en la modernización de su infraestructura portuaria y se perfila como un hub logístico, Chile enfrenta desafíos significativos debido a la falta de inversión y planificación en este sector. Viendo un horizonte temporal del 2024 al 2030, esta disparidad genera a su vez impactos geopolíticos en ambos países. El ámbito económico, político y de seguridad de los dos países, son analizados en la presente tesis con la finalidad de estimar los impactos geopolíticos que permitan evaluar su competitividad y la proyección de la actividad portuaria con relación a sus políticas internas y externas y los desafíos que deberán afrontar producto de estas acciones. En esta línea, la presente investigación establece objetivos para cada uno de estos ámbitos, con una hipótesis general y tres específicas que finalmente permiten arribar a conclusiones sobre la proyección de impactos geopolíticos entre el 2024 al 2030. Se culmina presentando las recomendaciones de cómo estos dos países deben afrontar la integración logística y comercial mediante proyectos y acuerdos diplomáticos estratégicos, fortaleciendo su competitividad regional y aprovechando las oportunidades del entorno geopolítico del Indo-Pacífico.

In the current context of increasing geopolitical competition, the Indo-Pacific space has become the scene of the greatest commercial exchange, tensions and cooperations. On the South American Pacific coast, while Peru advances in the modernization of its port infrastructure and is emerging as a logistics hub, Chile faces significant challenges due to the lack of investment and planning in this sector. Looking at a time horizon from 2024 to 2030, this disparity in turn generates geopolitical impacts in both countries. The economic, political and security environment of the two countries are analyzed in this thesis in order to estimate the geopolitical impacts that allow evaluating their competitiveness and the projection of port activity in relation to their internal and external policies and the challenges that they will have to face as a result of these actions. In this line, the present research establishes objectives for each of these areas, with a general hypothesis and three specific hypotheses that finally allow conclusions to be reached on the projection of geopolitical impacts between 2024 and 2030. It concludes by presenting recommendations on how these two countries should address logistics and trade integration through strategic diplomatic projects and agreements, strengthening their regional competitiveness and taking advantage of the opportunities of the geopolitical environment of the Indo-Pacific.
