Empleo del “soft power” por parte de la Marina de Guerra del Perú en el siglo XXI

Abstract

Esta tesis examinó la aplicación del concepto de "soft power" por parte de la Marina de Guerra del Perú (MGP) en el siglo XXI, evaluando los hechos mediante los cuales la MGP busca influir en la escena internacional. El concepto de "soft power", introducido por Joseph Nye, se define como la capacidad de atraer y persuadir sin recurrir a la fuerza, siendo crucial en el contexto geopolítico actual caracterizado por la competencia entre naciones y la búsqueda de influencia global. El estudio analiza cómo la MGP, pese a enfrentar desafíos a nivel estatal como limitaciones económicas, problemas internos de corrupción y desigualdad social, ha intentado proyectar una imagen positiva de Perú a través de estrategias no coercitivas. Se investiga la aplicación de "soft power" en la MGP. Además, la tesis evaluó cómo la MGP puede contribuir a la diplomacia y seguridad internacional mediante el uso del "soft power", destacando su potencial para fortalecer la posición de Perú en la comunidad internacional. Se espera que los hallazgos de esta investigación proporcionen una base teórica y práctica para mejorar las estrategias de proyección internacional del país, beneficiando a formuladores de políticas, líderes militares y diplomáticos, así como a la comunidad académica interesada en el uso del "soft power" en el contexto militar. Esta investigación no solo enriquece el debate sobre el "soft power" en el ámbito militar, sino que también ofrece recomendaciones prácticas para potenciar la diplomacia y la seguridad internacionales de Perú, contribuyendo al desarrollo sostenible y bienestar de la nación.

This thesis examined the application of the concept of "soft power" by the Peruvian Navy (MGP) in the 21st century, evaluating the actions through which the MGP seeks to influence the international scene. The concept of "Soft power," introduced by Joseph Nye, is defined as the ability to attract and persuade without resorting to force, which is crucial in the current geopolitical context characterized by competition between nations and the pursuit of global influence. The study analyzes how the MGP, despite facing state challenges such as economic limitations, internal corruption issues, and social inequality, has attempted to project a positive image of Peru through non-coercive strategies. The application of "soft power" within the MGP is investigated. Moreover, the thesis evaluates how the MGP can contribute to international diplomacy and security through the use of "soft power," highlighting its potential to strengthen Peru's position in the international community. The findings of this research are expected to provide a theoretical and practical basis for improving the country's international projection strategies, benefiting policymakers, military leaders, and diplomats, as well as the academic community interested in the use of "soft power" in the military context. This research not only enriches the debate on "soft power" in the military field but also offers practical recommendations to enhance Peru's international diplomacy and security, contributing to the nation's sustainable development and well-being.
